Financing Building Efficiency in Europe: State of the Market

As Europe plans the next steps to improve building energy efficiency, a report from the Buildings Performance Institute Europe (BPIE) analyzes the financial instruments available to fund deep retrofits. It also looks at the types of buildings involved and the renovation measures the financial programs support. Among the key conclusions:

  • More ambitious financial programs are needed to unlock more private investment in deep renovations

  • The capital costs of deep retrofits go beyond the reach of any single financial instrument

  • The effectiveness of many financial programs in place is not well understood 

  • Relevant evaluation data is hard to collect and harder to compare, because Member States use different key performance indicators

  • True transformation and de-carbonization of the buildings sector requires scale-up of renovation rates based on a long-term strategy.
